Peter - sorry about not ticking the access role for you :-). Problem resolved. You can mark this answer as being correct.
Answer - ensure that users can create questions in IQJam by clicking on the AskQuestions access role.

Is everyone supposed to have the ability to ask questions now? I appear to be able to vote and comment, but I'm not seeing an 'Ask a Question' button.

We've not seen any problems with this before in early testing. And are investigating at the moment. For the moment, if you don't see the Ask a Question button once you're logged in, then please try a full page refresh (Shift - Reload in Windows, Command - Reload in OS X) and see if that fixes the problem.
