Is full, on-the-fly gzip in 8.5.1? 
Is 8.5.1 capabable of dynamically gziping everything?  Forms, document, etc.
 
The documentation implies this, but I'm not 100%.

Yes, so long as under the Database "Advanced Properties" You use the checkboxes for:  "Compress Database Design" and "Compress Document Data"
